WV Wing Chief of Staff – Lt Col Connie Moody

Lt Col Connie S. Moody joined the Civil Air Patrol in January 1992, as a member of the Beckley Composite Squadron. She began her tenure in Civil Air Patrol as the unit Assistant Personnel, Assistant Administrative Officer, and Medical Officer for her unit. In July 1994, Lt Col Moody joined the WV Wing Staff as Administrative Officer and Assistant Medical Officer. In May 1995, she was appointed wing Personnel Officer and Assistant Administrative Officer. In January 1998, Lt Col Moody became the wing Personnel Officer, wing Administrative Officer and wing Assistant Medical Officer.

She remained in these staff positions until Aug 2006. On 28 November 2005, Lt Col Moody was appointed by the CAP national commander to serve on the first National Awards and Promotion Review Board consisting of one CAP member from each region. Prior to 2005, national headquarters personnel served on this board. In 2008, she was appointed to Middle East Region as the Assistant Director of Administration. As of 9 Nov 2013, she is currently serving as the WV Wing Chief of Staff with additional duties Middle East Region Assistant Director of Administration, and Professional Development Officer for the Beckley Composite Squadron.

As Administrative Officer, Lt Col Moody received the Exceptional Service Award in 2004 for achieving her goals for the West Virginia Wing Administration program. One goal was to develop a continuity book and present it at the wing conference. The seminar was, “Continuity Books, What, When, and How to Use Them”. The template for the continuity books was distributed to wing staff and unit administrative officers. Lt Col Amanda Anderson, MER Director of Personnel, published an article and template written by Lt Col Moody, Continuity Books – Why We Need Them, in the MER Paperless Publication section of the MER web-site for anyone to use. During the 2001 Middle East Region Staff College, Lt Col Moody taught the Time Management course.

In 1998, Lt Col Moody was awarded the WV Wing and Middle East Region Personnel Officer of the Year and the 2001 WV Wing and Middle East Region Administrator Officer of the Year for outstanding duty performance respectively.

She has received an excellent rating for the 2002 Compliance Inspection and Outstanding rating for the 2007 Graded SAR-X in administration. Lt Col Moody is a Finance Administration Section Chief, Observer, Scanner, and has served on both air and ground teams and in 1995 earned a “Find” ribbon . She has been an active participant in both practice and actual missions over the years. During the 2007 USAF graded exercise exit briefing, Col Lewis H. Strough, awarded her the first Middle East Region Liaison Commander’s Coin for Civil Air Patrol members in recognition of her professionalism and dedication to duty for her service as the Finance Administration Section Chief. Recently, she was selected to be on staff at the three-state USAF graded exercise in Winchester, VA on 6-8 September 2013.

Lt Col Moody continued her duties as Assistant Medical Officer until Civil Air Patrol changed the criteria for Medical Officer in July 2007. She was then appointed WV Wing Nurse Officer. Lt Col Moody was instrumental in starting the First Aid/CPR training program for unit personnel, requesting funds for instructor training and obtaining training equipment for each instructor. This has helped each member and wing by defraying the expensive cost of First Aid/CPR courses offered in the community and increasing the wing ground team member qualifications tremendously.

Additional awards she has earned over the years are two Meritorious Service Awards (1996 & 1999), 17 Wing Commander’s Commendation Awards, West Virginia Wing Commander’s Special Commendation Award (1996 & 2005), Achievement Award, Gill Robb Wilson Award (1998), Brig Gen Charles E. “Chuck” Yeager Achievement Award, and Certificate of Recognition for Lifesaving (1996), National Cadet Competition Ribbon (1996), and Encampment Ribbon. She has attended ten WV Wing Cadet Encampments serving on staff as Tactical Officer, Nurse Officer and Administrative Officer.

Lt Col Moody has a master rating in the senior member training track and is a graduate of the National Staff College (1976), Air University Squadron Officer’s School, AFRCC Search and Rescue Management Course, WV Office of Emergency Services Introduction to Emergency Management, WV Wing IG Course, National Inspector General Senior Level Training Course, Unit Commander’s Course and Training Leaders of Cadets.

After the death of her husband, Col Rodney F. Moody, former WV Wing Commander and National Comptroller, in 2010 she established the Col Rodney F. Moody Memorial Scholarship for a WV cadet to attend leadership school. Currently, two scholarships have been awarded. She and Col Moody believed the cadets are our future.

Lt Col Moody lives in Sophia, WV, and is a retired Registered Nurse. Her last employment was Operating Room Educator, Raleigh General Hospital, and Nurse Consultant for US Surgical, Laparoscopy Surgical Division.
